Job Duties& Tasks and Responsibilities
The Human Resource Assistant performs the full range of American personnel programs for U.S. Direct Hire (USDH) employees and their family members. The Jobholder (JH) is responsible for the full range of Appointment Eligible Family Member (AEFM) recruitment duties to include requesting security clearances in e-QIP for candidates. JH is responsible for check-in/check-out processing, delivering formal presentations, managing Rover program, advising post on National Security Decision Directive requirements, managing U.S. Intern Program, administering Mission’s USDH and EFM performance evaluation cycle, and managing USDH allowance/entitlement issues including handling Emergency Visitation Travel (EVT) and Family and Medical Leave Act (FMLA) requests. Additional functions include completing special projects as determined by the Human Resources Officer (HRO) and/or Management Officer (MO); reviewing and drafting HR-related policies; and identifying best practices and developing strategies for implementation. JH reports to the (HRO) and will perform Acting HRO duties in absence of the HRO.

Job Qualification Needed
EXPERIENCE: Minimum of three (3) years of progressively responsible experience in human resources or administrative field.
Applicants MUST be an Appointment Eligible Family Member and/or Member of Household assigned to U.S. Mission Rwanda.
Completion of two years of general college or university studies is required.
LANGUAGE: Good Working Knowledge of English writing/speaking/reading is required. This may be tested.
