📋 Job Description Details                                    

About the Role:

The Decentralized District Coordinator will lead all project activities at the district level. He/she will be appointed at Kigali Country office but will be based and responsible for any three districts in the country. The Decentralized District Coordinator will be required to reside in one of the three districts under his/her role. He/she will lead Tunoze Gusoma project activities in all IRs in all the three districts. The Decentralized District Coordinator will report to the Senior Decentralized Coordinator.

Decentralized District Coordinator will work in close collaboration with all IR leads in Tunoze Gusoma project. The Decentralized District Coordinator will do all coordination activities for all Intermediate Results in the three districts of placement. He will ensure Pre-primary teacher training happens in the three districts and make sure that the project has very good working relationship with local authorities in those particular districts.

He/she will lead LEGRA, IDELA and other comprehensive assessment activities happen and the relevant protocols are respected (including communicating guidelines in a timely manner, pre-and post-assessment meeting) in all his area of operation.

The Decentralized District Coordinator will be Tunoze Gusoma representative for the consortium.  He /she will be the contact person in the district and will receive and transmit technical communications and requests made by the project to the decentralized authorities or vice versa. He/she will draw field implementation plan for the three districts and collaboratively work with his/her supervisor for support and make sure activities happen according to plan. He/she will submit plans about the planned activities to the Senior Decentralized coordinator on timely manner.

He/she will engage sector and district education officials to ensure that pre-primary trainings, CPD and COP meetings, LEGRA, IDELA activities at above mentioned levels happen and that results are shared with different stakeholders.

QUALIFICATIONS AND EXPERIENCE

  • Relevant degree or master’s in Education, Social Science, ECE or relevant field
  • Experience of more than 5 years working with decentralized levels.
  • Strong management, coordination and organisational skills.
  • Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, considering cultural and language differences.
  • Resourcefulness and the ability to prioritise and cope with large amounts of work under pressure.
  • The ability to work closely within a team, and work in an atmosphere that can be succesfull
  • Knowledge of the decentralized working system in Rwanda

CHILD SAFEGUARDING:

This position is on Child Safeguarding- Level 3:  The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs. Or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
