📋 Job Description Details

  • Job Title: Navigation Services Specialist
  • Reports to: Head Flight Operations Engineering & Technical Support
  • Job Purpose
    The role is responsible for providing strategic leadership, and direction to the Navigation Services Department in the specialist areas of Navigation Planning, Air Traffic Management, Flight Planning, Aeronautical Information Management, and Flight Dispatch and Flight Watch, through formulation and implementation of control mechanisms, processes, and procedures to ensure efficient, effective and safe operational support services.

Job Duties& Tasks  and Responsibilities

  • Duties and Responsibilities
    – Responsible for Providing strategic direction and leadership through formulation of policies, procedures and best practices in the following functional areas:
    a. Navigation Planning (ARA)
    b. Air Traffic Management (ATM)
    c. Aeronautical Information Management (AIM)
    d. Flight Planning (FPS)
    e. Flight Dispatch and Flight Watch
    – Development of key initiatives to improve efficiency, safety, compliance, and performance across the organizational and operational elements of the section
    – Fostering relationships with international and government agencies to formulate, and/or support implementation of strategic plans, in to operational environment.
    – Formulate, and implement regional projects and plans to optimize the delivery of essential Navigation Services functions, including but not limited to enhanced airspace operations, efficient, optimized, safe flight planning, delivery of environmental, flight, and fuel efficiencies, and support cost per flight reduction.
    – Represent RwandAir at regional and international strategic planning meetings and workshops.
    (1) Operational
    a) Accountable to Head Flight Operations Engineering for oversight, performance and delivery of Navigation, Flight Planning, Air Traffic Management, Services to support WB global operation.
    b) Leading a team of Technical Specialists responsible for the Aeronautical Information Management (Navigation database Management, and Charting), Air Traffic Management, Flight Planning, Flight Dispatch and Flight Watch, and Navigation Planning.
    c) Coordinate with regional airlines to implement common projects to enhance route management, and the terminal and enroute airspace environment.
    d) Build on relationships with Air Navigation Service Providers to launch joint studies on existing and planned airspace improvements for flight safety, optimization and cost reduction.
    e) Responsible for the continued implementation and oversight of WBs Quality Assurance Program through regular review of practices and internal audit.
    f) In partnership with Security and Safety, responsible for conducting Quality Audits on third party suppliers. E.g. Jeppesen (Charting), SITA/PPS (Flight Planning and Navigation Databases).
    g) Work with International bodies, and Air Navigation Service Providers to implement Fuel and Flight Efficiency and Flight safety for RwandAir.
    h) Promoting the optimization of Regional Airspace in line with WB typical traffic flow patterns.
    i) Streamline internationally published airways in favor of RwandAir typical traffic flows.
    j) Implementing PBN procedures at stations with less than ideal Nav. aid infrastructure.
    k) Overseeing the management of the Air Navigation Charges budget, and actively participating in air navigation cost reduction activities, through lobbying of states, and/or supporting international bodies through the ANC process.
    (2) Safety
    a) Responsible to ensure that employees at all levels understand work health and safety requirements and expectations through provision of relevant RwandAir induction, information, instruction, training and supervision.
    b) Ensure compliance to all relevant safety, security, quality and environmental management policies, procedures and controls across the operation to assure employee safety, security, legislative compliance and delivery of high-quality service with a responsible environmental attitude.
    c) Ensure that all managers and supervisors understand work health and safety requirements and expectations to the extent that they can pass on relevant information, identify training needs and provide appropriate supervision in their workplace.
    a) Take a direct and personal interest in reported injuries, incidents, near misses and hazards to ensure that appropriate reporting, investigation and response is being achieved.

💼 Job Specification

Job Qualification Needed

  • Job requirements
    – Bachelor’s degree or higher in Aeronautical Engineering, Aerospace or Aviation related program, Engineering, Computer Science, Mathematics, Physics or Chemistry.
    – Minimum of 5 years’ experience with an international passenger airline working as a navigation specialist
    – Hold (or have previously held) a Flight Dispatcher licensee (ICAO, FAA or EASA), or spent 2-3 years working in an operational Air Traffic Control position
    – Having worked as a flight operations engineer would be an added advantage
    – Demonstrated Knowledge of computer literacy
    – Well-developed geographical knowledge
    – Well-developed English language abilities
    – Demonstrated knowledge of:
    a. flight management system (FMS) database contents (ARINC 424)
    b. AIRAC processes
    c. ICAO and RCAA regulations affecting flight dispatch (eg: charts / briefs etc),
    hierarchy of documents
    d. Electronic Flight Bag / tablet technology and applications
    Note: A demonstrated knowledge and skills in Navigation Services supported by Technical trainings from either aircraft manufacturer(s) or accredited training institute(s) or organization could supersede education background requirements
