TITLE:  OCD and Partnership Coordinator

Rwanda Country office /Burundi Sub Office




Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more)


Reports to: Awards and Partnership Manager


Role Purpose: Working in partnership is central to Save the Children’s Theory of Change on how to maximize our impact for children.  Under the supervision of PDQ, the Partnerships Coordinator takes the lead as focal person of Save the Children’s engagement of strategic and implementing partners in Rwanda and BUSO and realization of Save the Children Rwanda CSP (2022-2024) of partnering with Partner with a range of civil society organizations, including child-led CSOs, and delivery capacity building.

The Partnerships Coordinator will lead the development and implementation of Save the Children Partnership Strategy in Rwanda and Burundi as well as relevant systems to strengthen our partnerships with government, civil society, the private sector media and academic researches and others. The Partnerships Manager works across all departments (Programme Operations, Finance, Award Management, Program Development and Quality) to support the Country Office in establishing and continuously improving systems and engagement of strategic partners to support the delivery of our country strategic plan (CSP), ensuring safer partnership and localization in our programming.

The Partnerships Coordinator also engages externally, particularly in coordinating our partnership work with other INGOs, representing the organization in partnership discussions, leading Save the Children support to localization and in helping to identify and pursue new partnership opportunities. Partnerships Manager engages in Save the Children’s global and regional partnership discussions/initiatives, contributing learning and leveraging best practices from other contexts.

Partnership Strategy

·       In close collaboration with PDQ and Operations, lead development/review of a country office’s partnership strategy, clearly articulate a vision for Save the Children’s partnerships, and help promote that vision with Save the Children staff and partners, and ensuring alignment with thematic and operational plans.

·       Ensure the partnerships component of the Theory of Change and organizational Quality Framework informs the country strategy plan (CSP), humanitarian response strategies, other CO strategies/plans and delivery approaches.

·       Participate in internal and external partnership fora (working groups, conferences, workshops, meetings and webinars) and provide regular update to the CO on new developments, best practices and trends in partnership.

·       With support of PDQ, lead the CO in developing systematic approaches to selecting partners, and in identifying and pursuing strategic partnerships to achieve our CSP, Safer partnership and localisation

·       With support from SCS, participate in the local to Global advocacy approach within the Sida CSO Program 22-26

Engagement of Partners:

·       Lead and coordinate partner scoping, vetting, assessment and selection exercises in collaboration with PDQ and Operation teams and Awards for the identification of partners to support the country office to build high performing and diverse partnerships to achieve our Country Strategic Plans by enabling us to work with the most deprived, aligned with the partnership principles

·       Facilitate partners’ active involvement in Country Office strategic planning, program design and proposal/concept paper development and ensure partner support costs are adequately resourced.

·       Oversee the partner implementation cycle from proposal, budgeting, kick off, reporting, monitoring and evaluation and close out.

·       Support the CO in the engagement with the government institutions and ministries and lead the process of partnering with them through a Memorandum of Understanding.

·       Coordinate with partners in the review of allocated budgets and preparation of sub award agreements of partners

Partner Program Management:

·       Define a standard framework of roles and responsibilities among various departments for partnership management, communication and engagement; ensure regular update on the partnership RACI as need arises.

·       Support the country office in advancing the localisation agenda.

·       Coordinate the Safer Partnership Project at the Country Office.

  • Supports Awards teams to ensure that partner documentations are complete and maintained regularly on AMS.

·       Work with Operations team and budget holders to develop budgets of awards that have partners

·       Lead the training of SCI staff on partnership approach, processes and tools.

·       Ensure that partner organization is provided support in the project cycle management of the SCI funded program, including ensuring work plans, phased budgets, procurement plans and benchmarks are in place for each project and assist partner teams to put these in place, and facilitate the provision of technical advice to partners by the SCI technical teams as needed.

·       Promote relationships of mutual respect and mutual learning with partners, and provide guidance to relevant staff on balancing between holding partners accountable while supporting them;


Partner Capacity Strengthening:

·       Coordinate across teams to carry out partner organizational capacity assessments and support partners to develop capacity-strengthening plans, monitor progress against them, and ensure that partner capacity strengthening plans are resources during proposal development and follow up implementing them.

·       Supports Program and Awards by coordinating partnership risk assessments to be conducted and relevant partnership functions and compliance maintained;

·       Coordination with external agencies working with the same partners, ensuring a partner-centered approach and minimizing risk of duplicating capacity-strengthening efforts.

Partnership Monitoring and Learning:

·       Coordinate with the MEAL, program team to ensure the development and implementation of appropriate M&E and program management tools and systems for use by partners, and that appropriate training and ongoing support is provided to partners on use of the same.

·       Lead partnership monitoring in collaboration with MEAL and followed implementation of relevant actions

  • Ensure development of a system for accountability towards partners where Save the Children regularly seeks feedback from partners on its strategies and plans.

·       Organise annual partnership meetings with representation from partners and relevant SCI operations and program staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict of policies, any areas of concern and future planning

·       Analyse results of on-going partnerships, remote management and results on the ground to produce lessons learnt and inform strategic decision-making.

Safer partnership :

·       In collaboration with the Child Safeguarding focal point, identify partners needs on Child Safeguarding;

·       Ensure that all partners are trained in Child Safeguarding and annual refreshers are done

·       Respect and Promote the Child Safeguarding Policy and local procedures and enable environment for reporting on cases.

·       Identify CS related activities (awareness, capacity building and communication material) in project activities and budget while reviewing proposals

·       Support in collaboration with the MEAL team the set-up of complaint management system in participation with the affected communities.

  • Bachelor degree in Administration/programme management or equivalent experience

·        Minimum 3 years’ experience in programme development with NGOs or and

·       Proven experience in partnership-based programming or community-based programming

  • Good skills and experience in all aspects of programme cycle management – design and development, implementation, and monitoring and evaluation
  • Sound understanding of remote management/monitoring practices
  • Experience in organizational capacity development, training, mentoring and coaching
  • Excellent training, facilitation and capacity building skills
  • Proven experience in field level representation with key stakeholders and co-ordination with other NGOs
  • Proven commitment to participatory approaches
  • Strong analytical and conceptual skills and the ability to think and plan strategically
  • An excellent team player with good skills in team work and consultative approach to decision making
  • Ability to identify potential problems before they occur. Proactive in preparation and uses initiative in response.
  • Demonstrated capacity for self-organization.  Excellent planning and organisation skills
  • Ability to work under pressure and be solution-oriented
  • Computer skills, including internet, office applications, including Word and Excel.
  • Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.

·       A good level of written spoken English and fluency in French

·       Excellent communication skills, both oral and written, including a good track record of report writing
