TERMS OF REFERENCE FOR CONSTRUCTION WORKS OF TIGER BIOFILTER TECHNOLOGY-BASED FECAL SLUDGE TREATMENT PLANT IN BASE SECTOR, RULINDO DISTRICT

  1. INTRODUCTION

According to WHO (key facts on sanitation, March 2022), in 2020, 54% of the global population (4.2 billion people) used a safely managed sanitation service, while 45% of the household wastewater generated globally was discharged without safe treatment.

The Government of Rwanda has committed to achieve basic sanitation services by 2024 (NST1) where households will be using improved facilities (latrines) that are not shared with other households. Rwanda is also committed to safely managed sanitation services by 2030 (SDG#6 targets) by ensuring that households use improved facilities (latrines) that are not shared with other households and where excreta are safely disposed of in situ or transported and treated offsite.

Rulindo District in partnership with Water For People will contribute to the government targets through the construction of 10 KLD Tiger Biofilter Technology-Based Fecal Sludge Treatment Plant in Base trading Center, in Base Sector, Rulindo District. The technology uses tiger-worms to digest and decrease the volume of fecal sludge during the treatment process.

It is with the above background that Water For People in partnership with the District of Rulindo District would like to hire the services of an experienced construction company to construct 10 KLD Tiger Biofilter Technology-Based Fecal Sludge Treatment Plant in Base Sector, Rulindo District.

2.       SCOPE OF WORK

2.1 TREATMENT FACILITY

The facility will be comprised of the following components:

  • One Screen Chamber,
  • One Sludge Storage Tank,
  • One Anaerobic Stabilization Reactor (Mixing and Digestion Chambers),
  • Six Tiger Biofilters-I,
  • One Liquid Storage Tank-I,
  • One Tiger Biofilter-II,
  • One Horizontal Planted Gravel Filter,
  • One Treated Water Tank,
  • One Incinerator.
  • CONSTRUCTION OF BUILDINGS AND UTILITIES

The following buildings and utilities will be required:

  • Office and facility control panel with 2 tube lights, 2 windows, and 1 metallic door covered with iron sheets (BG 28),
  • VIP Toilet with 2 rooms (men and women) with SATO PAN constructed with bricks and covered by iron sheets (BG 28) with a pit of 6m deep and 3m diameter covered by concrete,
  • Connection to the electricity of Low Voltage from250m of distance,
  • Connection to piped water from 100m distance,
  • Stormwater drainage including soak way pit for its retention.

3. BID DOCUMENTS

3.1 TECHNICAL PROPOSAL

The technical proposal to be submitted by the bidder must have the components described in below sections.

Company profile and administrative documents

The company must provide the following administrative documents:

  • Full company address in Rwanda indicating Province, District, Sector, Cell, Village, E-mail, Post Office Box,
  • A copy of Trade License/Certificate of company registration,
  • Valid Certificate of tax clearance by Rwanda Revenue Authority (RRA),
  • Line of credit promise equivalent to a minimum fifty million Rwandan Francs (RWF50,000,000) from a recognized financial institution in Rwanda.
  • Site visit certificate,
  • A Submission letter using the model proposed in the bidding document duly signed,

Company experience

The desired company/firm should meet the following criteria:

  • General Experience of the company in the field of construction of water supply and wastewater treatment plants.
  • Minimum of three water supply projects and at least one (1) wastewater construction project successfully completed in the last 5 years (attached certificates of completion)

Team composition and required skills

The company/firm should have the following staff members:

  • A Project Manager: A civil engineer A0 with a minimum of 5 years of experience in the construction of water supply/wastewater systems construction or A1 with a minimum of 8 years of experience in similar works/including water supply systems construction,
  • A Site team leader: A civil engineer A1 with a minimum of 3 years of experience in the construction of water supply systems/wastewater,
  • A Sanitary Engineer:¬†with a minimum of 3 years of experience in similar works and environmental management,
  • Electrical- Mechanical Engineer:¬†With a minimum of 5 years of experience.

All staff will present an updated Curriculum Vitae duly signed by the staff him/herself and academic documents.

Equipment

The bidder must possess the following equipment with proof of ownership and their availability:

  • 1 truck
  • 1 concrete mixer
  • 1 pick up
  • 1 metal scaffolding
  • Miscellaneous site materials

In the case of rented equipment, the bidder must provide a certified copy (s) of equipment contracts.

The bidder shall also submit a proposed Gantt chart for the implementation of works.

4. DURATION OF THE ASSIGNMENT

It is anticipated that the works to be done will be completed within two and half months (2.5 months) from the date of contract signature.

5 .BIDDING PROCESS

A mandatory site visit will be facilitated by Water For People staff. All interested bidders will depart from Rulindo District Headquarters on Tuesday 29th March 2022 at 10:00 AM local time.

Both technical and financial bids must be submitted by email at rwanda@waterforpeople.org no later than Tuesday 05th April 2022 by 04:00 PM local time.
